Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. Hozumi suggests the conspiracy may be tied to Kazuma Washio's (Hitoshi Ozawa) past, prompting them to investigate. Okita visits arms dealer Genkichi Hyuga (Masataka Naruse), who holds crucial information that leads Okita to a shocking truth…

Former Tendokai Sixth-Generation Chairman Kazuma Washio (Hitoshi Ozawa) waited for a man in a VIP room at a high-end bar. The man was Sasahara Goro (Tetsu Watanabe), a former police officer who secretly orchestrated the conflict between Tendokai and the Tōnin Rengō.
